The High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, said that the first joint meeting of Foreign Ministers outside the borders of the European Union, which took place in Kyiv, demonstrated the  27 EU countries’ support for Ukraine is “unwavering”. He, therefore, proposed granting Ukraine a new allocation of 5 billion euros from the “European Peace Facility”. This is an “off-budget” instrument, established in March 2021, to finance the military operations of the EU and its allies, especially Ukraine. Its financial endowment was increased by 4 billion, bringing it to over 12 billion euros, always paid by European citizens.

One of the Ukrainian military activities, also financed by the EU with the “European Peace Facility”, is the transformation of civilian drones (remotely piloted aircraft used in sporting, recreational or cinematographic activities) into killer drones equipped with powerful explosives. They are flown over Russian territory to strike not only military targets but often also civilian targets. As Ukrainian soldiers use around 30,000 explosive drones every month, Kyiv plans to purchase over 100,000 civilian drones from foreign companies over the next three months to transform them into killer drones.

The “European Peace Instrument” extra budget of 12 billion is added to over 30 billion euros allocated by the European Union, and around 40 billion allocated overall by individual European countries to arm Ukraine against Russia. However, they are not considered sufficient by the United States, which has so far allocated 113 billion dollars to Ukraine. It is therefore pressuring Europe to take on a greater burden in financing the war against Russia. To this end, Washington spreads fear among the Allies suggesting the United States will not be able to continue maintaining this effort. The Pentagon announced that “US aid to Ukraine will not last much longer.”

In this way the United States – which dictates the European Union’s foreign and military policy, given that 23 over 27 EU countries belong to NATO under US command – places the growing costs of the war on Europe, the real aim of the USA is not only to attack Russia but to divide Europe in order to dominate it better. The High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, is a faithful executor of this plan.
